Vertical Spacing Issue

I have created two documents (see attached), one with a single flow which has the vertical spacing between the systems that I want and one with four flows that has uneven spacing between the systems. I would like the multiple flow document to have even spacing between each system. How do do I easily do this? Thanks.

Set Layout Options > Page Setup > Flows > Flow Heading Top Margin to 0 and you should find that no extra space is made for the Flow Headings on the second page.
