Is it possible to show only the up-stem voice in a cue?
No, that’s not possible, although it has been requested a few times. Cues reproduce exactly all the notes from all voices of the source staff.
Meanwhile, you can use a workaround: create a staff dedicated only to cues, copy the voice you want to cue onto it, use this staff as the source, and then hide it or exclude it from the layout intended for printing.

Except I’m having problems with the cue labels. I named the cue staff “Cue” but of course I need to show the true source instrument. I tried editing the label, but then it cues from the source, rather than the cue staff, and I get the two voices again.
Is there a way to suppress the cue labels so that I can create them as text?
In Write or Engrave Mode, select the cue. In the Properties Panel, activate Start Text, and type your custom text in the field.
