Hello

I’ve been trialling Elements for a while and see that there is a VST Bass Amp plug-in for Cubase 8.
Can it be made available for Elements. If so, how does one get it?

Not available for Elements. You would have to at least get Cubase Artist. See here:

Go to your My Steinberg Account, in there is contact information for Steinberg support. You will need to tell them and they can get you straightened out.
