VST Connect Performer "This app can't run on your PC"

Trying to run VST Connect Performer 3.0.1 on Win8.1 32bit (Thinkpad Tablet 2) and keep getting the windows message “This app can’t run on your PC. To find a version for your PC, check with the software publisher.”

Why is this not compatible? It should be according to the webpages.

(I tried copying/replacing the binary with both a known 32bit and known 64bit version, both have the same effect.)
