Hi, is there a way to make VST plugin windows (instruments or effects) stay on top when clicking elsewhere in the score? In Cubase or Logic the plugins would stay in focus as long as you don’t close it but in Dorico the window disappears.

No, there’s no way to do this. The issue is that the plug-in windows do not belong to the Dorico process, and so they’re not part of the set of windows managed by Dorico itself. Instead, the plug-in windows are managed by the separate VST audio engine process.
… but the VST Audio Engine can make them [insert technical term for window z-index 0], I imagine. Add an option for the new behavior while leaving current behavior alone.
