I am particularly interested in using the “Gain Dialog” effect found in the Waveform workspace of Wavelab 8 in the Montage workspace but seem unable to do this.
Is it possible?

No, because this dialog is about destructive editing. But there are multiple ways to change the gain on a clip: effect tab’slider, envelope, plugins…
