neilwilkes pointed out in the following thread that FreeFilter was written for DirectX (which Steinberg dropped without warning when C4 was released) …

Look familiar? If you look to the right you’ll see a few more Steinberg related titles. Cube-Tec appears to be a company that (among other things) makes a hardware rack that only runs proprietary packaged DSP modules (and FreeFilter would be one of them). I suspect that this is what became of Spectral Designs (the original developer of Freefilter) and their products. I could be wrong but it seems plausible.
So it’s quite possible that like XPhraze, Steinberg no longer has the licensing rights to this plug-in. Which is probably why they never never did a modern version.
With regard to the Cub-Tec link, this is from a brochure that was included in my VST 3.0.2 installer box. No FreeFilter, but many other familiar processors…
