What are the licensing options

Finale refugee here…
I am finally considering purchasing Dorico, but I want to use it on my desktop computer with Windows, and my Mac iPad.
Will I have to purchase separately, or will one license cover both?

The license allows you to use Dorico on up to 3 machines, but it does not cover the iPad. That is a separate purchase.

Just curious–and I apologize for not yet taking an in depth look–since, Dorico on iPad does not allow for notation with an Apple Pencil, does it allow use of the Pencil as one would use a mouse, for tapping, clicking, selecting, etc.?

Yes, in general you can use the Apple Pencil in a manner roughly analogous to a mouse in Dorico for iPad.
