What is the best software to make a virtual drum kit with velocity levels?

Hello everyone,

What do I need to buy to put acoustic drum samples of different velocities onto the same key/pad?

Groove Agent SE and Halion SE 3, which came with Cubase Pro 10 cannot do this - what do I need to buy please?
