I’d like to have the F notated as a single 1/4 note instead of tied eighths.
What notation option should I change? I’ve gone through everything I can think of and nothing’s making a difference.

Because the concept of a half-bar doesn’t exist in 2/4. That said I will agree that I generally don’t care for Dorico’s default beaming of 2/4 and it really should have more (and more obvious) knobs to twiddle.
If one precedes the desired quarter note with a single eighth, the rhythm would stick, but a quarter preceded by two sixteenths defaults to tied eighths, as you see.
(Not sure of the rationale, but that’s what happens.)
As a workaround, is it possible to have Dorico think of it as 4/8 while showing the alternate time sig 2/4?
Yes, if you use the same technique as for polyrhythms. ie use a hidden 4/8 time signature in bar 2 and only force duration in bar1.
Using 4/8 does not appear to solve the problem of two sixteenths followed by a quarter note. Forced Duration would still be necessary.
