What's the "right" way to have a flow end with a short measure that matches an initial pickup?

I have a flow that’s in 4/4 time. I want it to begin with a quarter-note pickup, and, as such things often go, end with a half-note and a quarter rest (because the last measure has only three beats).

So I select the quarter note in the first bar, type shift-M and 4/4,1 and it all works as I expect.

Now I select the half-note in the last bar, type shift-M and 4/4-3, and to my surprise, it changes this:

What’s the right way to make this work?

There are different ways. I would:

  • select the barline of the final bar;
  • do shift-M 3/4 (or whatever length you want the final bar to be);
  • hide the time signature.

select last quarter (or place caret there) and type shift-b final
