usually, when you save a template or “save as template”, you see your previously saved templates in the pop up window that appears while saving. not any more. you can save a template no problem, but you cannot see previously saved ones to overwrite with tweaks. it is very awkward, my templates have long alphanumeric names i cannot remember them exactly off the top of my head. Brand new install on a brand new PC. Must be a reason for it. templates appear as normal in the hub on opening cubase.
In windows right click on a template in the hub and select show in explorer

Yes, this is a known issue to be fixed in the upcoming CB update.
For now, in order to have a new added template shown in the “Save as…” list, you first have to refresh this list from inside mediaBay, by hitting the “quick rescan disk” with the “Project Templates” folder selected:
