For some reason my presets were all reset. And I took the preset folder back up I made and put in appdata as well as the program files location in windows.
Now the Key commands work but my visibility configs don’t 
Ok instead of replacing just the folder “presets” I put everything I had in my appdata steinberg backup and replaced the one on C drive and that brought all the visibility configurations back.
I don’t know where exactly it was located though.
Should be somewhere in Appdata/Roaming/Steinberg/Cubase 12/
Best to use the windows search in there.
The better way would be the use of the Profile.
