Where is the "Project Language" dialog?

The manual says this but I don’t find such a menu item under “Library” (I’m running version 6.1.10.6078):

Changing the language for instrument names

You can change the language used for instrument names; for example, if you want to recreate a French score. This affects staff labels and instrument change labels.

Procedure

  1. Choose Library > and then Project Language to open the Project Language dialog.

  2. Select the language you want to use from the Instrument names language menu.

  3. Activate/Deactivate Reset instrument names.

  4. Click OK to save your changes and close the dialog.

It’s under Engraving Options > Language.

Do you have the URL where you got the above text from? It’s not what I see in the current manual.
