Duh moment here, but Dorico has rendered this 4/4 passage this way:
And I’d like that first measure to be broken up by beat, i.e.

Where do I control this?
(Note: this score came in via a MusicXML import, so it’s also possible that some weird formatting came in from the MusicXML file, and if there’s a way to select-all then remove any custom formatting, I’d also like to know about that.)
Select all, Right-click > Beaming > Reset Beaming. In the same vein, if the clamp icon is highlighted, click it to remove all forced durations from the selection.
And when importing XML, it’s generally good practice to uncheck all the import options from the dialog, in order to allow Dorico to apply its own formatting.
That said, the settings you are looking for are under Notation Options > Note Grouping. There are a lot of settings there, feel free to experiment with different combinations until you find one that works for you.
