Am about to buy a laptop to run Cubase SE3 and many come with Vista and Windows 7 but it’s a bit confusing as some SE3 users say you can and some say you can’t use such Windows versions.

Cubase SE3 was only officially supported on Windows XP, it is not supported on Windows Vista or Windows 7.
The last available update was only for Windows XP.
Although it might be that some users manage to install it and run it on Windows Vista.
