I am following the manual to whitelist a plugin. However, the help document says "Edit VST2 Whitelist " but there is no such a thing in my VST Plug-in section!
Any ideas?
Once you have whitelisted, have you gone to Edit > Preferences >VST Plug-ins to verify the folder path(s) and marked the plug-in(s) Approved?

I am on Mac, I don’t see anywhere in VST Plug-ins saying “whitelist”, “approve” or “path”.
What version of Dorico are you running? The page https://helpcenter.steinberg.de/hc/en-us/articles/206899770-How-to-use-VST2-plug-ins-in-Dorico describes the procedure for the current as well as older Dorico versions.
