Whole Rests Missing after Slash Region Removed

I realize there have been many similar threads to this one, but I am struggling with whole rests in empty measure disappearing and being seemingly unrecoverable after I applied then removed a slash region.

I have not been able to find an answer, and of course I have a deadline about to slam me in the face, so I appreciate the assistance even if it is duplicated from an earlier thread I missed.

why have my rests disappeared?

I know there’s I’m sure a simple explanation, but what is the most likely cause of why, after deleting some music (that included some slash regions, etc.), I’m left with no rests just for this bit?: [Screen Shot 2019-08-03 at 7.10.40 PM.png] Thanks in advance! D.D.
