why cubase re-scanning again all plugins?

why cubase re-scanning again all plugins? this happens some times, not all the time and I cannot figure it out why, but is very annoying waiting

Because your system clock was set to daylight saving time at 31.03.18

If you turn automatic DST adjustment off in windows, and set the clock manually.
Then Cubase will not rescan the plugins.

sorry by my noob question… but step by step how do you do that? or where I can see an instructions to make it?

Just go into Windows Date & Time settings and turn off “Adjust for daylight saving time automatically”
