Why does Cubase copy file to project folder?

I often drag in tracks in my project for comparison. I import them, make sure “Copy File to Project Folder” is NOT checked. However, once I import the file, I check the media pool and the track is now referenced in my Cubase project folder instead of it’s original location.

I finally figured out why my hard drive is getting too bloated, Cubase is copying all the audio tracks I import!!

What am I missing here? Why is it doing this? I’m on C11 btw

If the sample rate of the project and the file are different, Cubase converts the file on import and stores a copy in the project folder.
Maybe that’s the reason.
