Why is does this tremolo doubled?

It’s not just about tempo, but about pulse. I haven’t examined the full movement, but the example makes it seem as if the pulse is the eighth note, and here the three slashes would indicate 32nds and not a tremolo. If the pulse were a dotted quarter, then I’d lean toward tremolo regardless of tempo. The second measure only makes it more clear, but I think the distinction is established much earlier.

The notation in the first bars makes it pretty clear to play 32nd notes, but from the bar with the half notes it’s custom behavior to play tremolo
