Why is it cheaper to upgrade to Pro from AI than Artist?

Seeing several sites with upgrades to Cubase Pro from AI 6-11 for $250-300.
I have Artist 10.5 (love it!) and the upgrade is $329

Would love to got to 12 on my artist but seems a little unfair.
