I have 2 trombones condensing - why is it insisting on the rests like this?

It’s a known but still rather annoying edge case. The previous condensing scheme (both trombones sharing one voice) technically still persists right up to the next entrance of tbn 1. The (implicit) condensing change there breaks the rests in Tbn 2 as well. The fix is to put an explicit Condensing Change on the preceding barline, setting Manual Condensing to upstem/downstem voice, and reset it at your earliest convenience. Like this:
