Why now since 15.0.10 each time I create a new track I have all my first FX tracks in the sends by default … ?!

This is not expected behaviour, something is definetly wrong. Unless you are using track archives, copy an existing track, use track presets etc - this should not happen.
Have you tried to start a project with preferences disabled (hold down Ctrl/Cmd & Alt/Option & Shift during lauch)? Any changes?
If this is caused by corrupted preferences you should save your settings (e.g. via Profile) and temporarily rename previous preference folders (two versions down), too, in order to avoid that faulty settings are automatically migrated again. But first things first.
BTW, what OS are you on?
