Yes, this is on the Windows side. The WDM MIDI Driver is old and not maintained anymore. And there is a process, which crashes the MIDI Driver and takes Cubase with.
If you search for the WDM MIDI Driver here on the forum, you get quite some results.

Unfortunately some (old) MIDI Devices don’t support the WinRT MIDI Driver.
