Working on early segments without impacting subsequent ones

Another noob question and pardon me if this already has been addressed, I wasn’t sure how to search for such a topic.
I’m writing for an orchestra and I keep switching back and forth between various sections in time. As I’m working on it, adding/removing notes/rests, even if I try to be conscious of the insert/noinsert feature, in the end, I often end up skewing/misaligning some instruments in subsequent sections.

Is there a way to “lock” a section? I’d like to make sure that no matter what happens to theme A when I work on it (add/remove notes/rests), all instruments on part B stays locked/aligned in time.

I tought of sclicing the piece in workflows, one for each theme for example, but the playback is not seamless when jumping from one to another.
