Process/Insert Bars: Start At Bar: - - - auto/position doesnt go past 1000.
when initiating this, it’s supposed to automatically update to nearest bar from current cursor position but does not if cursor is passed 1000

Confirmed. Looks like a bug to me. The functionality of ‘Process Bars’ still works if you input the bar number manually.
It seems this was inherited from Cubase 9 and 8 - maybe even further back!
Personally, I’d just use the function and move on…
I’ve certainly moved on. Still annoying though, especially if you have your rule set to seconds or frames or something,
