The situation has evolved.
Finally, I found it impossible to purchase more than one crossgrade license at a time.
After purchasing 1 Dorico license with the certificate for 1 Finale license, I did the same thing again. Then a second Dorico license appeared in the list of products owned in my account.
The second member was able to activate Dorico using the same Steinberg ID, and I believe the third, fourth… member was able to do so as well.
The problem may be solved.
