Last night, 11/30/2024, I upgraded from Cubase 11.5 to Cubase 14, and despite some minor issues I was able to open projects from 11.5 Pro on version 14.
However, this morning when I launched Cubase 14, all of the Steinberg VST’s like Groove Agent, PadShop and others started to fail because of Licensing issues.
I realized the Cutoff for e-licenser has been implemented and all of the Licenses listed in e-licenser had been removed, and license are no longer listed there.
Here are my steps:
Launched my Steinberg Portal and redeemed the voucher (Redeem Download Access Code).
Launched the Steinberg Download manager and entered the code.
Prompted to Upgrade (Clicked Upgrade)
Message, no license to Upgrade.
What I am thinking is, because the e-licenser has be cleared of all licenses, there is nothing to upgrade.
So, what should I do?
When I launched the Steinberg Activation Manager, I see “Pending Verification.” But I also see an expiration date of: 2024-12-11.
Each time I enter a Download Access Code, then the product automatically appears in the Activation Manager, but it says Pending Verification.
Should I just wait?
Will this issue become automatically resolved or do I need to contact support?
You could open elicenser control centre and confirm the license is on there.
It is not removed, it will be marked as upgraded once you are successful in that part of the process.
Follow the video instruction here as your process seems different to how they are doing it…may just be you’re doing it wrong??
The e-Licenser is empty, meaning there are no products, or any licenses listed in there. Historically, when you launched the e-licensor, you will see products listed there. I am not seeing anything.

The licenses should be in the e-licensor.
After reading your post, I looked closely and noticed that Windows OS indicated that USB/E-licensor was malfunctioning.
I confirmed this by examining the Windows Device Manager and noticed that the USB device had an error.
So, I unplugged the e-licenser and plugged it back in and the License appeared.
Now, I redeemed the codes from My Steinberg portal and was able to activate the software (VST).
I will write a conclusion after I test things out.
So, I am having one more issue and this is regarding Halion 6.
I do not see a voucher code for it.
However, there is an Activation Code.
When I enter the code, it tells me the product has already been activated, and the code is for a single use.
HALion 6 still uses the old eLicenser-based licensing system. It won’t be migrated to the new one. That’s why you don’t find a voucher for it. HALion 7 is the first version that uses the new licensing system.
HALion 6 will still work after the server shutdown – at least until your USB dongle breaks. However, you won’t be able to update the HALion license any longer and it can’t be moved to a different eLicenser either.
If you haven’t updated to HALion 7 yet but plan to do that in the future, it’s worth to think about updating before the shutdown. Otherwise, you would have to buy a more expensive new full license in the future.
I would probably hang fire for a bit and see if Steinberg do a last gasp sale to encourage people on to Steinberg licensing products at the beginning of next year.
But you do need to keep an eye on it if you don’t want to risk losing the option to upgrade. I would expect they’ll give a proper date for the shutdown at some point not just announce out of the blue that it already happened.
