Does anyone know if there is a way to allow Cubase to read the VST 3 path from an external hard drive? Acustica plugins are quite large and I’d like to get them off of my system hard drive. I currently have success using Acustica VST 2 plugins from an external hard drive.
VST3 is designed to be always in the same place.
Are those large sample libraries?
If not, the plugins should not take that much space.
For large sample libraries, the recommended method would be to store just the sample libraries on a different drive, rather than the entire plugin.
Most reasonably competent library makers have implemented this capability by now, exactly because of the situation you are describing.

Cubase is locked to default folder…symbolic links is the usual way to get around that.
However I think it’s not possible to get this working well with Acustica plugs.
