Adjusting the bend range in a MIDI file

I am trying to import a MIDI file that has complex bend range. The original composer set it at 12 to -12 however it only bends between 5 to -5 I think.

How to match the bends?

The Pitch Bend range is defined by the sound generator. If you use the same instrument, it must sound the same.

What sound generator do you use?
