bei mir läuft SX 3 unter Win 7 und Win 8.1, beides sind 64-bit OS.
Vielleicht ist das hier hilfreich; zumindest für die Installation auf dem 64-bit-System:
Das betraf bei mir zwar ein altes VSTi (GA 2) und nicht Cubase selbst, aber das Problem scheint mir das gleiche zu sein.
