Are you aware of the lower zone mixer, editor and sampler?
These are made for single screen users.
To be honest, it’s not convenient for me to work in the lower zone. ALWAYS ON TOP is generally a basic function in any other DAW. Why it was removed is not entirely clear to me. After all, if someone doesn’t need this feature, they can simply turn it off.

Windows Power Toys can provide the Always On Top functionality.
Not exactly the same: in Cubase, Always on Top windows are “always Alway on Top”. With Windows Power Toys instead, you have to activate Alway on Top every time you open a new (same) window (key command “Windows key”+Ctrl+t).
