Are you seeing all green bars and checkmarks for those libraries in the Steinberg Download Assistant?
Yes, it’s all right. All activate. I installed three times these libs. I moved in default path, but the result it was the same. Then i removed to the custom path.
In Cubase i have not any problem with these libs.
I’m going to step aside for others more knowledgable about this sort of problem, @cccdin.
I expect they’ll want to know more about any “moving” of things you’ve done, your OS, etc. They’ll probably also want you to upload a version of your project that isn’t too big.

Can you actually use those Libraries within Dorico, or not?
I’m intalling again (Groove AgentSE5 content). Others its ok now. (After reinstalled). I removed them and reinstalled. I hope to resolve it.
Moving this kind of stuff has to be made with Steinberg Library Manager, IIRC.
On my Mac, double-clicking those files does update the catalog and helps the apps find those “lost” files.
There was some VSTs files with different name as [VSTs_name](1).vstsound or [VSTs_name](2).vstsound, etc. The corect is: [VSTs_name].vstsound. I renamed these and i solved the problem. so simple…
