So what i’ve read so far, is that in order to use an offline license for Cubase 12, we must refresh it every year. Why is that neccesary ? Is the dongle no longer enough ?

Cubase 12 will not use the dongle anymore. And that refresh thing has been removed, it’s not actual anymore. You can read about the updated new licensing here:
