Any advice for one hanging note -C5 - when key is pushed on MIDI controller?

I have an issue that seems to have started randomly on Cubase 10.

If I’m playing my controller (which is an OB-6), the C5 note hangs because Cubase is not detecting a Note Off command.

Here is what I see on the MIDI Monitor Insert:

It is not related to the physical key on the controller, because if I change the octave on the OB-6, the hanging C5 note can be triggered from different keys.

It also happens if I attempt to control an external desktop synth via Cubase, using OB-6 in and out to the desktop synth.

If I open a standalone VST, it behaves normally. If I use the keys on a VST, or a note in piano roll, it works fine.

That sounds weird.

Could you try in Cubase Safe Start Mode, please?

The issue is not present in Cubase Safe Mode.

EDIT: I deleted the following files and the problem went away:

C:\Users_username_\AppData\Roaming\Steinberg\Cubase 10_64

Defaults.xml
RAMpresets.xml
