It would also be more helpful to see the wavefroms at full zoom level.
Is there any active processing or Fx on the track? As Johnny said, the zoom level doesn’t help, it could be just a visual mismatch.
You see the movement visually, it’s hearable like a shift completely out of sync, around few seconds. I have used bouncing 10000 times before and never seen it. This bug is in one particular project which was completely created via importing tracks from another project, maybe the initial bug can be somehow related with this…

Thanks for the video update. I still cannot replicate this issue on my side. I wonder if some setting is different on our machines or whether it has something to do with corrupted preference files.
On the other hand - I had strange issues with particular tracks or events/parts myself before. I once had a (not locked) MIDI part, whose content I could not edit anymore at all. Copy&Pasting the notes into a new MIDI part was the solution then.
