Bar editing help needed

Hello Dorico team and colleagues,
I’m getting two issue when I edit notes in bar:

  1. When I delete notes, the bar getting populated by the notes from the next bar
  2. When I change note values rests are moving to the next bar.

Is there a way to stop this in general?

Simply I need rest to appear on the deleted note place, and if note is written the rest to disappear.

You’ve turned on Insert mode. Hit I to turn it off, or click the icon in the left panel.
