Hi! The bar-numbers here are to big in edit mode (clutters the screen).
How do I make them smaller? (Staff-size needs to remain this size in this layout)
This looks like the bar numbers for your help. They are not really part off the score or part. I don’t think you can do something with the size or anything. You can turn them off.
Go to view > bar numbers for turning it of.
In layout options you can set the bar numbers in the score or part the way you want it. And set the size in library > paragraph styles.

Reduce the size of Library > Paragraph Styles > Galley View Margin Labels.
Note that this Paragraph Style is also used for player/instrument names at the left edge of Galley View.

8pt seems right for the player/instrument names, but how do I get the bar-numbers the same size?

Yes, I know I can turn them off. But, not really what I want here.
I’m not entirely sure why the instrument names are a different size to the bar numbers, but I’d hazard a guess that regardless of the setting in Paragraph Styles, the player/instrument names are always using an Absolute size rather than a Staff-relative size.
If you set the Paragraph Style to use an Absolute size it’ll give you the same size for both player/instrument names and bar numbers. This is what I get with 4pt Absolute, with a 4mm score staff size:
