I’m not sure why Dorico doesn’t distribute the bars more evenly, but for example you can just reduce the note spacing to 3 7/8 (by pressing the down arrow once), then insert a system break at bar 39, and you’ll get the desired result.
Or, more simply, just insert a Note Spacing Change at bar 40:
Thanks a lot for helping dear @charles_piano and @jesele, those suggestions indeed worked. But it did not really satisfy me, because I still don’t know why this is happening. Suppose I would like to use a note spacing of larger than 4; that would not be possible in this case. Luckily, I found something interesting; in all my newly created projects, the A4 page size is set to 209.55mm. If I correct it to 210mm, the system immediately shows 7 bars instead of 1. So something funky seems to be happening. At least I can now continue working on this.
I’m interested in knowing why this is happening, in the full score it’s no problem whatsoever. But using a layout that I created for printing it all, throws up this problem. And I discovered that Dorico does not allow me to move bars to a previous or next system. I am highly suspecting that these two are related.

EDIT: I just found out that if the layout has “Default score“ as page template set; it is impossible to move bars to another system. What could be the reason for this?
