Is Best Designer in Cubase Elements 8/Groove agent SE4? If yes, how do I open it? I watched a video where the guy went via inspector and Midi inserts, but I do not see this if I have groove agent, at least the way I made the track. Perhaps there is a specific way one should make the track.

No, beat designer is not included in cubase elements.
