The garbage can icon doesn’t highlight when you select it in the right-side pane of Plug-in Manager when arranging plugins. Tried Delete key, which doesn’t work either.
EDIT: I do not mean uninstalling the plugins. I mean removing them from the list that I see, which we’ve been able to do for a very long in Cubase in my Custom collection. The garbage can on the upper right is now greyed out when you highlight a plugin, so it’s not removable/hidable from the list anymore.
The plugin manager isn’t for removing plugins from the system. That’s what the plugin’s own uninstaller is for.
The trash can icon is for creating/editing your own custom lists of plugins. There’s a thing called a user manual, and it’s pretty awesome. I highly recommend checking it out sometime.

Just to be clear, is it that you no longer want to see certain plugins in the insert drop-down list (i.e. when you’re selecting a plugin to insert on a track)?
You can and only have ever been able to remove them from your own collections (lists) not from the default collection. Just tested this function and working as always should.
Whelp, trashed the prefs and all is fine now. For whatever reason I’ve had to do that three times with C15 so far, for a few issues that popped up.
Lesson learned from this thread (and others) that others should note: Always be highly descriptive, even more than you might think you should, when you post here.
If you’ve already experienced unwanted behaviour more than once it might as well be the result of taking these bugs over from a previous version. In order to avoid inheriting preference bugs from your previous preference folders make sure to rename these folders (up to 2 versions down) before you reset the preferences of your current version.
Also, again why when there are so many knowledgeable people on this forum, who are only too willing and eager to help (not to mention staff) simply because they love the software and use it every day.
