Can Cubase Elements 9 be moved from Soft-eLicenser to Steinberg Licensing?

I have Cubase Elements 9. How can I move this license to Steinberg Licensing from the Soft-eLicenser?

No, that is not possible. The first Cubase Release that Supports Steinberg Licensing is Cubase 12.

You would need to update it to Elements 13. For the minimal cost, it is a no brainer decision to make ($29.99!).
