I use Cubase artist 9 on PC can I use the same licence and install on my MacBook Pro or will I have to buy a another licence ?

Yes, you can. Wherever you plug the USB-eLicenser, you can start Cubase Artist. This is a big advantage of the USB-eLicenser.
