Can someone explain how to setup 1 instrument rack for many projects please?

In Digital Performer the V-Rack and chunks features enable the virtual instruments in the rack to be loaded once and then be used for multiple sequences without having to reload the instruments.

Does the Cubase instrument rack work in this way where with one rack loaded I can open multiple sequence files without the instrument reload time for each?

Hi,

Unfortunately this is not possible in Cubase. In Cubase the Instrument Racks are living in the project.

However if you load up the Instruments you always want to load and then save that as a Template, then any Project you create from that Template will have those Instruments already loaded.
