In a 3/4 measure with alternating eighth notes and eighth rests, I do not seem to be able to manually split the overarching beams (see video below from a new, default project).
This seems buggy to me. I have also attached the Dorico project below.

Select all three notes, right-click and select Beaming > Make Unbeamed.
If you want this to be your default, you can also set this, in Notation Options > Beam Grouping:
In addition to Aaron’s advice: a bit further down in Notation Options, there are also options for whether beams may span rests at all:
Thank you! I didn’t know there was a difference between Make Unbeamed and Split Beam (I’m still not sure what the difference is).
Is it intended behavior, though?
You can experiment and see what happens. Split Beam assumes that you have a single note selected, and it splits an existing beam at that note. Make Unbeamed removes all beams from the selected notes.
