I have created 2 flows and I have the “Always start on new page” flow option selected. On the screenshot you can see that on page 3 the first flow ends and on page 4 that the next title appears:
But there is one bar that appears before the title (even though i have specifically checked the start on new page option) and I cannot move it around.
Unless we can see the actual Dorico project file (for these flows, at least) we can only guess why this occurs.
Check for Page Overrides in Engrave mode, and remove all those Breaks.

First of all, there are loads of manual Staff Spacing adjustments, where you’ve moved the staves. (Shown in red.)
Let’s remove all of those. Engrave menu > Staff Spacing > Reset Layout.
That seems to fix it.
You’ve fixed the Casting Off to 2 bars per system, but you could comfortably get more on. (Particularly if you removed the Staff Labels. Neither of the two players will get confused as to which is their line!)
Any reason you’ve used a Double Bass, and not one of the Viola da Gamba instruments?
