I’ve been through this before and finally got it to work. But it wasn’t easy.
I need to add extra beats within the 7/4 measure to insert a cadenza. No matter how I change the meter, no extra beats are added:

I need to add extra beats within the 7/4 measure to insert a cadenza. No matter how I change the meter, no extra beats are added:

Remember to switch on Insert Mode (I) before creating the new time signature, otherwise Dorico cannot add the extra time you want before the following 3/4 time signature.
Without insert being on, Dorico can only create a pickup bar using the existing beats available.
Or, set the Insert mode scope to “Global Adjustment of Current Bar”, and just write the notes in your cadenza - Dorico will create the beats you need, and update the time signature as you go.
