I have WoA with Cubase Pro 14.0.32 (arm64) and HALion Sonic 7.1.40 - Instrument (arm64) installed. Cubase works fine.
I also have Dorico Pro 6.0.22 (x64). When I open Dorico I get a warning box:
When I try to install the x64 version of HALion Sonic 7.1.40 - Instrument, I get a warning saying “Another platform version of this product is already installed”.
What is best practice for getting sounds in Dorico with this configuration?

Dorico is not officially WoA compatible, yet, but you can make it work in emulation mode. In that case you need to install the x64 versions of HALion Sonic and Groove Agent SE.

I was able to install x64 HALion Sonic Intel using the installer from your post. When I tried the same with Groove Agent SE 5.2.20 · Application Installer · 211 MB I get the warning:
Apparently I needed to uninstall the arm versions of both HALion Sonic and Groove Agent SE. Then install the x64 versions. Cubase (arm) has no problem using the x64 versions so now I have sounds for both Cubase (arm) and Dorico (x64).
