Got the cc121 working with Cubase 13 with this exception. The channel Select control will move what channel is highlighted but all the controls work for only one channel that it is stuck on. So if it’s stuck on track 4 (for example), I can highlight any other track with the channel select button and controls such as fader, mute, solo etc still effect channel 4.

I can tell you, for what it’s worth, that it’s not happening like that here. Behavior is as expected.
